GTD - BLACKOUT of Nation is man-made Power Crisis.
This is good time now to write for Gobinds Theory of Development (GTD) of States & Nations “Sustainable Development” with special reference to Power Sector of State of Odisha and Union Govt specially because the Report of CAG on Coalgate Scam of Rs. 186000/- Croes has been tabled in the Parliament, where Coal plays an important role in the turnover of Power sector of both unions and National Govt. With the Union government preparing a bailout package for the state electricity sector, the efficient working of the state electricity regulator will be crucial to its success.

Past performance hardly inspires confidence. It is essential that the package involves an oversight on the performance of the regulators. In this Series of previous communications, one lastly on 29th Jun-2012, I had the occasion to communicate on “Power Crisis & Sustainable Development” where the installed generating capacity of Odisha of both Coal-fired and Non-Coal-Fired Power Stations was calculated at 15538 MW in the ratio of 82 - 18. So it is clear that 82% of the total generation of Power, i.e. 12807 MW is coming from thermal source where Coal is the major raw material/Input of the said thermal Power Stations.

It is further stated herewith that 52% of the total Coal-Fired Power Stations of Odisha are Captive Power Stations (CPS) amounting to 6667 MW. In other way, the Contribution of CPS to total installed generation capacity of Power in Odisha is 43%. The significance of the above analysis is to express concern over huge pollution & warming of environment by the coal-fired power stations, which bears social cost starting from coal mining operations to ash handling of thermal power stations.

Both Union Govt. and Govt. of Odisha reportedly admitted that all these coal-fired power stations are contributing 68% to the total pollution and warming of environment in Odisha and the share is little bit low at national level, i.e. 58%. Secondly, the cost and supply of coal to all above thermal power stations is the major variable cost of operation and plays vital role in fixing the generating price of electricity in states so also Nation in various ways. When coal-fired Power stations are not provided with required raw material (Coal), they are not able to utilize its full capacity and runs below its capacity with same fixed cost, resulting lesser MU/MW (Output) generation in the same fixed cost and then generation price of electricity rises automatically in a poor state of affairs.

This is herewith informed that the actual capacity utilization to the installed capacity of thermal power stations is called Plant Load Factor (PLF). The PLF of a thermal power station is the indicator of its actual capacity utilization where PLF is expressed in %. Further thermal power stations runs below 90% PLF are not good for anybody. While it runs below 90%, there is under utilization of capacity, low KWH/MW is generated which is not able to meet the rise of demand for electricity, then cost of generation of electricity increases so also it’s selling price.

Its also imposes social cost on account of pollution and warming of environment. So sincere care is being taken by the management of thermal power stations to run the Station at 90% PLF and above. We have also good data to state here that Dahanu TPS of 500 MW of Reliance Infra recorded 101% PLF during 2010-11 and some other good power stations of the nation has also recorded PLF of 100% & more in recent past is known to all concerned. On the above backdrop, we may note here the position supply & demand of power in Odisha, then the same of Nation and then the facts and figures of 12th Five Year Plan which has already commenced w e f April-2012.

The highest capacity Power Station in Odisha is Talcher Super Thermal Power Project (TSTPP). The installed generating capacity of TSTPP is 3000 MW and runs above 95% PLF. Sometimes it has run 98% PLF, a record in nation. Secondly TTPS (Talcher Thermal Power Station) is an age old power Station of installed generating capacity of 460 MW also runs above 90% PLF. In the FY 2011-12, TTPS has recorded 92.5% PLF & it’s a good PLF so far as the cost of electricity is concerned. 420 MW Ibb Thermal Station of OPGC, though presently is not running at good PLF due to some maintenance & management problems but it had recorded 90.18% PLF in 2006-07, 86.56% in 2010-11. In last july-2012, IBB TPS has recorded a poor PLF of 58.65% due to number of times shut down of plants where as the average PLF from Apr’12 to Jul’12 is 83.39%.

In case of IPP & CPS, the Pvt. Generators would naturally like to run their stations more than 90%, below of which is not profitable to them. Further, it has come to our notice that some Pvt. Generators in Odisha are not disclosing the actual PLF of their Stations in order to get more regulatory advantage and earn more profits beyond records which can not be allowed in the cost of “we the People”. So better PLF of power stations is better for power sector and better for economy. PLF below 90% are not to be allowed for the overall interest of the power sector so also economy. Appended herewith Annexure-I, our last communication titled “Power Crisis & Sustainable Development” , where we have stated some poor scene of Odisha Power Sector which has been taken up by Govt. of Odisha then. Dept. of Energy Govt. of Odisha has written letter to Industry Dept. to amend IPR in order to dissuade CPS. Besides, it is requested before the Power Authorities of Odisha to state correctly the load/demand of Odisha. We have been said at different forum so also in media that the power demand of Odisha is around 3000 MW which is not true. In this demand, some portions of load of the Industries having CPS have not been considered.

This will be good for sustainable development and governance of the Sector. In this connection, the highest capacity Steel Plant of Odisha, i.e., Rourkela Steel Plant has CPS of 220 MW which can be compared with Bhusan Steel plant with CPS of 546 MW at Jharsuguda & 410 MW at Anugul. Similarly, the cases of Jindal and Hindalco can be taken up in the comparison in order to know the power export by them from Odisha. The national scene of power Sector is nonetheless good than Odisha.

The Federal Govt. of India have not been able to calculate its total demand of power till date and wondering in between decision making. So I request herewith before ministry of Power so also Planning Commission of Govt. of India to assess actual load/demand of the Nation. This is very important for sustainable development of States & Nation. For the State of Odisha so also for other States & Union of India, this is yet to be recorded correctly the total installed generating capacity (MW) including CPS, amount of generation (Units-KWH), the Load/units wheeling/transmitting by State Transmission Utilities (STU)/Central Transmission Utility (CTU) & the demand of power for the whole State of Odisha so also whole Nation.

This data will be very much useful for attaining industrial expansion, reasonability of tariff, reliability of Power supply and sustainable development of the States so also Nation. National Conference of Power Ministers for the year 2012 held on dated 17th July-2012, just two days before the election of President, Union of India where I had the occasion to request national media vide our good state media to have a good coverage of the topic as it is closely related with “Sustainable Development”. Though State of Odisha was supporting to the Candidature of Mr. P A Sangma but ultimately Mr. Pranab Mukherjee was declared elected to be the 13th President of the Union of India on dated 22nd July-2012.

We warmly congratulated him His Excellency President of Union of India Srj. Pranab Mukherjee. Nation got BLACKOUT just after one week of declaration of President of Union of India on 30th and 31st July-2012, before which we had shared some views on face book on 24th July-12 as follows - After a long years of Reform Process of Power Sector Odisha, its a matter of good news for the PEOPLE of Odisha that Govt. of Odisha have ultimately took the stand to dissuade CPS (Captive Power Stations) in Odisha as is evident from the Letter issued by Dept. of Energy, Govt. of Odisha on dated 18th July-2012 (the Letter is provided herewith in the below link)..................GTD has already stated on the Cost Benefit Side of installation of CPS in its previous communication...................& submitted before Govt. of Odisha to dissuade CPS................So its the victory of We the People of ODISHA...............

On 25th July-12, we have clarified the reasons of dissuading CPS in Face Book as follows - “Its is required to disclose here for the kind information of all concerned some of the Points submitted to Govt. of Odisha to dissuade CPS in connection with change of stand of Govt as follows - Firstly....when we have availability of 500 MW, 600 MW, 700 MW of Turbo Generator of coal based (Manufacturer BHEL) then why we shall go for installing small generator of capacity less than 100 MW......(Mostly CPS)? Secondly............ by installing small generator there is no cost effectiveness..................the cost per unit of generation of CPS is high than the UMPS. Thirdly............the concern area is Environment.......These small generators (mostly CPS) are polluting more to environment than the higher capacity generator (UMPS) in comparison to their outputs & it is quite natural that in the areas of ESP (Electro-Static Precipitator) , CHP (Coal Handling Package) & AHP (ash Handing Package) the authorities of power Stations are required to spend multi-crores rupees, so the Big Generators are able to spend multi-crores rupees due to their high turnover where as the small generator can not............... Lastly but not least.........Economic viability of DISCOMs (Power distribution Companies) which is very crucial segment in the entire chain of Power Sector, the improvement of which is the determinant of the success of Power Sector............ THanx dear Brothers & Sisters for your good query.”

After communications of the above Points in Facebook in the mid week (23rd to 29th July-12) of declaration of President of India and BLACKOUT of Nation, we had also mentioned the honesty of the Accountancy Profession by stating that “Penalty is being imposed while somebody’s ego hampers & bent down” & our intention of this mentioning was to make alert to People while taking decisions because wrong decisions cost a lot and can not be recovered. We did not go with somebody’s remark that Journalism is not a Profession and mentioned few lines in support of our argument in this period which may earn some displeasure of the person concerned, but it is true in “sustainable development”. We also alerted to “We the People” by posting another God true facts of Governance that not to go with the theory of those who are not able to find success in his own family.

That means we can not accept the theory which has failed to maintain his own family but surprisingly his theory is active in governance. We the People can not believe that his thoughts will give us pleasure & happiness. This may earn displeasure but its all time true to the best of our knowledge. Nation got BLACKOUT seriously at 12.56 Hours second time on dated 31st July-2012 where more than 50% of total Population of the Nation were affected. Around 65 Crore of PEOPLE felt Powerless India and 20 States were affected. Indian Railway Service disrupted and Trains could not run, enforced we the People to think the importance of Power. Odisha was not an exception from this BLACKOUT Scene.

Immediately, Union Govt. removed its Power Minister Mr. Sushil Kumar Sindhe to Home Ministry and Mr. Birappa Moily was given additional charge of Power Ministry and Mr. P Chidambaram came back to Finance Ministry. In this occasion during afternoon hour, news came that tonight at 9.00 PM, a discussion is being arranged by OTV on this issue, enabled us to post few lines against the question put up by OTV in Facebook for the kind information of all concerned as follows - “Thanks to OTV of Odisha that after broadcasting its comments on power crisis discussion in 9.00 PM News Bulletin just few days back that BAHANABAJI ( Pretence) is going on in Odisha Power Sector, it has arranged another discussion on power crisis while the Nation is mulling with BLACKOUT. In today s discussion at 9.00 PM News Bulletin, it again admits Power cuts, UN-reliable Power Supply, Low voltage & all above & over power crisis are due to high mismanagement of funds so also TD Loss.

Our Netas (leaders) are not at all serious to overcome the power crisis due to the reason that while this topic comes before them, they are immediately citing the examples of other worst Power managed States, then deliberately avoiding the good situation and Management of Power of advanced States like AP, West Bengal (being our neighbour States), Gujurat, Maharastra etc...............They are not paying any heed on the Pioneering State of Odisha in the Power Sector Reform in the Nation ,secondly to the availability of huge natural resources, to the location & its People s Behavior. In spite of availability of huge power in Odisha to the extent of 16000 MW, out demand of power has not yet been properly calculated............It is being broadcasted before We the People that the demand of power of Odisha is at maximum 3500 MW, but its not true. In the total said demand of power in Odisha, the Maximum Demand of some Industries with CPS (Captive Power Stations) have not been considered & still media is in BLACK on this issue. So media requires to demand or to know what is the real demand of power in Odisha including the demand of the Industries having CPS, this will be a good work for the Power Sector Odisha. Moreover, Grid Collapses & fluctuations in Power generations are all born from Mismanagement of Power, the indicator of which is high TD Loss.

Some of the media PEOPLE are of the conception that coal fired power Stations are running with 65% PLF (Plant Load Factor) which is not true. Its not financially viable for Coal Fired Power Stations to run below 90% PLF. So it is necessary to have more exercise in the part of media to know the reality of power Management which will definitely help to find out solution of Power Crisis in Odisha in the overall interest of We the People. GTD” The BLACKOUT of the Nation was huge brainstorming for “We the People” and we were in the process of finding the cause and effect so also of remedies then in the backdrop of our believe that this is man-made. We did not loss our valuable time and spare all our efforts till CAG tabled its good report of Coalgate Scam of Rs. 186000/- crores in the august house of Parliament on 17th Aug-2012.

On 2nd Aug-2012, Hon’ble Chief Minister of Odisha reshuffled council of ministers and Srj. Arun Kumar Sahoo became the new Energy Minister (Ind) Govt. of Odisha and took over oath from His Excellency Governor of Odisha along with others. This is a major reshuffle of Council of Ministers of Govt. of Odisha, many new Young men were included in the ministry. During my trip to Bhubaneswar in the first week of Aug-12, I had the occasion to talk with Er. Mahendra Prasad Mishra, Ex-OSD of Er. V K Sood, Ex-Managing Director, 3/4th Power Distribution of Odisha. Talked with Er. M P Mishra Saheb who is a nice gentleman and is now working for JSL. I confessed him the reason of resigning from the services of WESCO which was very well known to him because he was appointed as OSD to Er. V K Sood, MD just after my resignation from WESCO Service. I then understood that Er. Sood was not only responsible for drowning off of Odisha Power Sector but we the People are responsible for it. I confessed sorry and beg pardon. Later on I have paid Re. 1.00 as penalty for commission of mistake to Er. V K Sood vide Er. M P Mishra.

It was a good opportunity to rectify myself. The Installed generation capacity of electricity of the Nation can be best viewed from the report of CEA (Central Electricity Authority) as on 31st July-2012 vide this link http - //www.cea.nic.in/reports/monthly/executive_rep/jul12/27-33.pdf. In this report the total installed generation capacity of the Nation including power stations of state owned, Centre owned and Private owned is 206456 MW out of which the contribution of coal fired power stations is 117283 MW, equivalent to 57% of the total installed generation capacity. In this report, one can find the contribution of Odisha is 6596 MW, out of which the contribution of coal-fired power stations is 4332 MW, equivalent to 66% of total installed generation capacity.

Pl. refer the appended Annexure-I at the end of this article where we have collected the data of Odisha from different authenticated sources where the total installed generation capacity in the same period is 15538 MW & the break up of data between central sector, State Sector & Pvt. Sector is 4973 MW (includes 1513 MW from PSU’s CPS), 420 MW & 7414 MW respectively. But as per CEA’s above link data the break up of Odisha’s installed generation capacity of coal fired power stations between Central, State & Private is shown as 1512 MW, 420 MW and 2400 MW respectively. So CEA’s data shows the total installed generation capacity of coal fired power stations of Odisha is 4332 MW which varies from actual data of 12807 MW as shown in the appended annexure. So 8475 MW of installed generation capacity of coal-fired power stations of Odisha has not been considered in the CEA’s report.

If this is the case of Odisha in the national report, then definitely the other states actual generation data have not been properly found place in the above total generation capacity of coal fired power stations of the Nation. In the CEA’s report, only 34% of the actual generation of Power (Coal-fired Power Stations) of Odisha has been taken into consideration which is a gross mistake of the report. Further this faulty report of CEA has been used by planning commission of India in projecting power generation for the 12th FIVE Year Plan. The Working Group on Power (WGP) constituted vide Order dated 4th Mar-2011 under the chairmanship of Hon’ble Secretary, Power Srj. P Uma Sankar has already submitted its report to Planning Commission on January-2012. In the preface of the Report of the working group on Power for 12th Plan (2012-17) vide this link http - //planningcommission.nic.in/aboutus/committee/wrkgrp12/wg_power1904.pdf, it has been stated clearly that 76000 MW of Power (out of which 63000 MW of power will be coal-fired) are required to be added in the generation installed capacity of the Nation after considering the present installed capacity of the Nation as per the data of CEA. So this forecast of WGP to add 63000 MW of Power from coal-fired power stations is baseless because the Nation has already attained power generation of 63000 MW during the time of forecast which CEA has not recorded. This gross mistake of CEA so also WGP shows how we care for sustainable growth of economy !! needs to be deliberated further to avoid further BLACKOUT of Nation.

In the preface of the report of WGP, Union Govt. have admitted the facts while stating the large addition to the installed generating capacity of the nation and its links to economic growth that “this development process has to be within the realms of Sustainable Development & Environment concerns, i.e. low Carbon growth strategy.” So how true are the above lines of comment of WGP !! We are admitting that Power sector is crucial for sustainable development but the ground work is very Poor to attain the goal. This may be noted here that in the WGP, all heads of power authorities of the Nation and the States are the Members where there are many sub-groups to study the situation. After under-casting Odisha’s installed generation capacity of coal-fired power stations by 66%, the total national installed generation capacity is shown as 206456 MW as on 31st July-2012 where includes 117283 MW on account of Coal-fired power Stations. So at this stage, taking the case of Odisha, if we gross up the figure of 117283 MW by 34%, then the total installed generation capacity of the Nation will be arrived at 344950 MW on account of coal-fired power stations. But this figure looks very high because the case of Odisha may not be applicable to other states.

So this will be genuine to gross up by 50% of the existing installed capacity of coal fired power stations of the nation to arrive at an acceptable figure. By grossing up the figure by 50%, the installed generation capacity of coal-fired power station of the Nation will be 234566 MW and then the total installed generation capacity of the Nation will be 323739 MW. In the above backdrop, we have arrived herewith the total installed generation capacity of electricity of Nation as on 31st July-12 is 323739 MW including 234566 MW from coal-fired power Stations & the figure of CEA if 206456 MW is dropped herewith for the purpose of sustainable development of the Nation because power sector contributing the most to the pollution and warming of environment. So, at this point we would like to request before the planning Commission of India to initiate further exercise in this regard in order to find reliable figure which enable then to arrive at the targeted growth in the 12th FIVE Year Plan. Union Ministry of Power so also departments functioning under its control like CEA & Planning Commission, Govt of India can not left such huge quantum of Power plants mostly captive (CPS) in nature in the course of decision making in the subject matter of Sustainable development.

If questions arises for their grid connectivity, it is herewith stated these captive power stations have back-up agreement with the distribution companies for start up power arrangement. However, such huge power stations are also getting huge coal blocks and firing coals which are dangerous for pollution and warming of environment. Further, its is necessary in the part of State Authorities so also union authorities to assess the industrial load of the States so also Nation. As stated in the report of WGP, the installed capacity of captive power stations having more than or equal to 1 MW capacity has grown to more than 30000 MW at present, shows that they have not calculated the actual load of these CPS which needs to be taken up because as per our calculations its more than 100000 MW. Further as stated in the Report of WGP “The performance of thermal power plants in the country has steadfastly improved and the Plant Load Factor of coal based stations has increased from 52.4% during 1985-86 to 77.68 % in 2009-2010 & 75.06% during 2010-11.” As per the report of CEA, the national average PLF of thermal power stations is 71.83% in June-2012, 77.50% during FY 2010-11 & 73.29% during FY 2011-12. So, the national average of PLF of power stations is very poor and coal shortage is one the prime reason for low PLF of the power Stations. Our nation including the State of Odisha, WB, Chatisgarh, Jharkhand & Madhya Pradesh have huge natural resources of Coal and the same is explored to meet the requirement of the nation.

But where the same was utilised while power stations are running with low PLF which is not cost effectiveness? This question needs to be replied by all concern. As stated above in the first and second page, the PLF of State owned PSU of Odisha like OPGC-IBB 420 MW and TTPS and TSTPP of Central PSU in Odisha are performing better than the National average. Considering the economy of Odisha, its manpower quality, R&D facilities available, its power management and its position in the national scene, this State is performing better than National average, then what happened to other power Stations of Nations?? Why they did they run average PLF of 73% in FY 2011-12?? This shows gross mismanagement and the inefficiencies and corruption are being loaded on we the People and the Nation became blackout on 30th and 31st July-12. Lets calculate the financial implication of 1% PLF considering the average cost of supply of electricity @ Rs. 4.00 per unit and the sum of thermal power stations of the Nation is 234566 MW plus other thermal power stations 20103 MW.

So we consider herewith good national average PLF of 90% to total thermal power stations of 254669 MW in the calculation. As per our calculation the total units of generation is 2007810 MU and the value is Rs. 803124 Crores per year. The value of 1% PLF (National average) is Rs. 8924 Crores per year. This is again stated herewith that good PLF of thermal power Station is 90% PLF and below of which is neither permissible nor cost effectiveness. So, thermal power plants of the nation are running with an average PLF of 73% which is 17% below than the good national average. So the financial implication of this 17% lower PLF is Rs. 151701 Crores per year.

Therefore, this huge amount of Rs. 151701 Crore per year on account of inefficiencies & mismanagement of thermal power Stations of the Nation including coal block allocation is being converted into cost and shifted to the esteemed consumers so also we the People by artificial hike of retail tariff of electricity of Nation. Further, due to low generation of electricity, People of the Nation are not able to get reliable supply and the Nation is facing blackout problems so also prospective investment.

Besides this, the transmission and distribution loss of the state of Odisha so also of Nation is alarming and the accountancy if very poor which we have communicated previously in all our writings need not to mention once again. At Para 3.2.3 (b) of the report of WGP, it is being stated that “A Panel chaired by former Comptroller and Auditor General Sh. V. K Shunglu has been formed to look into the financial health of power distribution companies and to suggest ways to improve the financial condition. Recommendations of the panel are awaited.” Where as vide this link http - //planningcommission.nic.in/reports/genrep/index.php?repts=hlpf.html , we have taken into consideration “Report of High Level Panel on Financial Position of Distribution Utilities” under the Chairmanship of Srj V K Shunglu, Former CAG. The weak point to note here is that the date of notification of High Level Panel under the Chairmanship of Srj V K Shunglu is 28th July-10 vide this link http - //planningcommission.nic.in/reports/genrep/hlpf/ann1.pdf and submitted its report under dated 15th Dec-2011 vide this link http - //planningcommission.nic.in/reports/genrep/hlpf/pr_note.pdf but this crucial event had not in the knowledge of the Chairman of WGP while submitted his good report on Jan-2012 to Planning Commission. This shortcomings in the part of WGP shows “how much they were concerned to review the distribution side of power sector, being the critical segment of entire chain of power sector.

The Shunglu Panel has excluded the State of Odisha in its report where Odisha is the Pioneer State to go with Power Sector Reform Process, so we are of the view that the observations of Shunglu Panel is not in complete form. Further, it can not be believed by “We the People” with the observations of Shunglu Panel that the financial analysis of 15 States like Maharastra(1), Gujurat(2), Rajastan(3), Haryana(4), Panjab(5), Himanchal Pradesh(6), Uttarakhand(7), Uttar Pradesh(8), Madhya Pradesh(9), Bihar(10), Jharkhand(11), Andhra Pradesh(12), Karnataka(13), Kerala(14) & Tamilnadu(15) accounts for 91% of Power consumed in the country (Para 1.2). The Loss figure stated by both the High Level Panel WGP & Shunglu Panel is mismatching.

As stated by WGP the cumulative book losses (accrual basis) of the state utilities is estimated as Rs.1,06,247 Cr. at the end of year 2009-10 where as Shunglu Panel has stated that the accumulated losses of above 15 States as on 31st March’2010 is Rs. 107000 Crores. So WGP while reported the status of Power Sector of the Nation did not take into consideration all the States and Union Territories though it has mentioned they have taken into consideration. This needs to be taken up by the Planning Commission of India. In the eve of Independence day, His Excellency President of India Srj. Pranab Mukherjee stated that “Anger against Corruption is legitimate”.

These good words of Pranab Da is really appreciable and alternatively it is stated herewith that “Anger against honesty is illegitimate & unlawful”. We have posted this para in Facebook in 15th and 16th Aug-12 and won huge support of friends. I had the occasion to post on 16th Aug-12 the above observations on power stations of the nation along with observations of WGP and Shunglu panel in Facebook and shared views with some friends. Some learned friends expressed deep concern over the mismanagement and encouraged me to write the article then. In the next day CAG tabled the Coalgate Scam of Rs. 186000 crore in the august house of Parliament and the matter is known to all concern then. It needs to mention here one Para, posted in Face book on dated 17th Aug-12 which won huge support of we the People as follows - “The National Turnover of Power Sector at current average cost of supply @ Rs. 4.00/KWH is Rs. 803124/- Crores which has not been calculated in the good report of Working Group on Power constituted by Ministry of Power, Govt. of India under the aid-and-advice of Planning Commission, Govt of India, being a constitutional body...............What a pitiable scene while WGP is stating in favour of Sustainable Development..!!!!!!!!!..............needs immediate attention of Dr. Montek Singh Alluwalia, Dy Chairperson, Planning Commission who one day had told at Odisha in the occasion of Science Congress during 1st week of this Year...............”that turnover of power sector is very crucial to reach the sustainable target of economic growth as has been set in the upcoming 12th FIVE Year Plan”…………..12th FIVE Year Plan has already been commenced now w e f Apr-2012 current year…………..so “We the People” herewith demand to include/account such GOOD Turnover of National Power Sector in Records…………….........Thanx Dear Brothers & Sisters................GTD................Jay Hind.” With reference to the above facts and figures of power sector of the States and Nation, we can not go with the immature statements of some power authorities of the State that “this Sector has not revived due to political interference”. I became surprised to note this foolish statements of the authorities concerned even after a long days of applicability of MLA/MP LAD Funds & hike of their Salaries. This is a negative point & is a sorrow for Odisha Power Sector. Alternatively they can utilize their brain and to guide the Good Leaders, on how to spend/utilize their funds (both Lad & Salary). Therefore, this noted herewith that Without political interference this Sector can not revived after all they are Good Leaders.

The discovery of God Particle on research of Big Bang Theory is a milestone in the history of Physics of the Universe. The World Scientists came to the conclusion on 4th July-12 that GOD Particle exists and its 99.9999% Correct. Gobinds Theory of Development is that God’s Theory of Development. It is only by this theory, the Nation can be united or else “BLACKOUT” of Power. So through electricity network, the whole Nation India is considered as a Family as we feel in the last BLACKOUT. If one Member of the Family (a State) makes any disturbance, this effects in family and loss is borne by it. This is the true State of affairs of Power Sector of the Nation. A common question is always arising while noting the cases of “Sustainable Development” that “Why we (We the People) are UN-developed in spite of availability of huge natural resources including Knowledge & Manpower??

The reason is that because we forgot the Person including his Status quo while implemented his Good/God Thoughts/Theory in Governance, resulted we allowed virus to enter into the System & Corruption expanded its area operation in the knowledge of all concerned. Fair Competition is a good method to adopt sustainable development. We have communicated an article titled “Fair Competition & economic development” previously. Besides, this is further noted herewith that “the near and dearer is fair competition, the good and better is democracy”. BLACKOUTS of Nation & COALGATE scam are the landmark events in the history of Power Sector of the Nation.

In some of my previous communication, I have cited the Order of some Forums in connection with connivance of power sector employees in promoting theft of power. But see the situation today, if the Prime Minister of India is connived with such huge irregularities which leads to loss of multi-crore rupess to power sector so also to State exchequer, then why we to talk about the connivance of poor power sector employees.

This connivance disease has expanded its area of operation from top to bottom and this can not be denied by “We the People”. Therefore, I have decided to close herewith my writings and no communication will be made further in this series “Gobinds Theory of Development”. Leaving a good job in Odisha DISCOM, I worked for a common cause/goal for the last two years. In the meantime the financial position of my family has become worsen. Now I am looking for a Job to survive. So at this point & in this holyday of Teachers Day (Gurudivas)I have decided to end of writings and no further communication will be made on my cost. JAYGURU.
