We the People Happy Nabaratra & Dushaharah. In this festive period of The Mother of Universe, we call him then Maa, Mother, Madam, Mam in varied name; we worship her as the “Mother of Energy” and wishing for pleasure, happiness, peace and well being of all.
We pray before the almighty Mother Energy of Universe for development of energy/power sector of the State, Nation & Universe to attain a common goal of sustainable development.
An international politics in the matter of Power/Energy is going on very nicely from “Copenhagen Summit to loss reduction of power sector needs to get into properly by all stake holders where State Govt. of Odisha along with other State Govt. of the Nation, Union Govt. of the Nation and the International communities are playing crucial roles to achieve the common goal.
So in this festive occasion, we think it proper and appropriate to communicate our special views and reports in continuation of our last communications, submissions, notes, articles and reports in the following few lines. The 113th Constitutional Amendment Bill, i.e. Change of Name of Orissa to Odisha & Oriya to Odia has been approved by the august House of Parliament (Lok Sabha-Lower House) on dated 6th Sep-2011 and it has been sent to Her Excellency Madam President of Union of India to win her Excellency’s Ascent.
So, we may request before Her Excellency Madam President of Union of India to give her good ascent to the Bill and for which act of her kindness, we shall be able to call ourselves proudly as “Odia” (not Oriya as English People call us) and Mother Land Orissa will be renamed as “Odisha”, abiding the culture and religion of the Nation so also of Lord Jagannath.
Therefore, in this auspicious period, we think it proper to rename our Theory of Development which is being communicated by different modes to all concerned since last few years and changed the name of our theory of development to Gobinds Theory of Development (in short GTD) in the holy birthday of the Father of Nation Shri Mohandas Karamchand Gandhi & Shri Lal Bahadur Shastri.
The matter has been posted in the Authors Facebook in the same day. At this point, we would like to request Cma Swaminathan Debarajan of Mumbai and to Cma Ramesh Joshi to do needful by opening an extra column in the web portal of http - //cmaindia.informe.com in the name of Gobinds Theory of Development (GTD) and may display all our previous articles, notes, communications, submissions and reports, so that these would be very much useful to all concerned having interest on sustainable development, including Union Govt and State Govt. Starting with the quote of the Father of Nation “A customer is the most important visitor on our premises.
He is not dependent on us, we are dependent on him. He is not an interruption in our work, he is the purpose of it. He is not an outsider in our business, he is a part of it. We are not doing him a favor by serving him, he is doing us a favor by giving us an opportunity to do so.”. This quote of “Mahatma Gandhi” is required to be implemented in corporate governance to attain the commercial viability of the utilities and entities of the States and Nation and we have adopted the same in the GTD.
As the decision taken by Hon’ble Chairperson of the Management Board of State Bank of India Srj. Choudhury, all the offices of SBI continued to function on 2nd Oct-2011, Sunday & in the day of a national holiday in memory the holy birthday of the father of nation. SBI celebrated Gandhi Jayanti by implementing and adopting the spirit and principle of “Work is Worship” of the Father of the Nation by opening up around 8 (eight) circles (covering more than 12 States including Odisha) in the Nation and not by putting just one garland round the neck in the posture of Gandhiji.
The actions taken by the Management Board of SBI is deserved to be appreciated. National Green Tribunal Act-2010 received the assent of Her Excellency Madam President of India on 2nd June-2010, which provides for the establishment of a National Green Tribunal for effective and expedious disposal of cases relating to environment protection and conservation of forests and other natural resources including enforcement of any legal right relating to environment and giving relief and compensation for damages to persons and property and for matters connected there with or incidental there to.
In the meantime National Green Tribunal (NGT) has been constituted by the Union Govt on 18th Oct-2010 and it has started its function on dated 4th July-2011. In its second important/historic Order dated 20th Sep-2011, which has come up in national media also, where Hon’ble Tribunal has asked Union Ministry of Environment and Forest (MoEF) to make a detail assessment of the supposed radiation caused by the thermal power plants in the Nation. In the process NGT has entered into the process of granting clearances to Coal fired thermal plants.
In the last week of June 2011, NGT has also asked to MoEF to get prescribed national standards from Department of Atomic Energy (DoAE) within a year on the permissible levels of nuclear radiation in residential, industrial and ecologically sensitive areas. We have the pleasure to state here that at last Govt of India felt the necessity to calculate the Socio-environment Cost of generation of power which we had communicated earlier in several articles titled “Energy- Environment-Employment-Economics”.
Further vide notification of July-2011, Govt. of India have fixed sector-wise allocation of Coal during 12th Plan period ending with FY 2016-17 as follows - ? 65% for Power Projects under Central Power Sector Utility. ? 30% for IPP projects ? 5% for CGPs. This is important to state here that Govt of India is not no more interested to allocate more Coals to CGPs (Captive Generating Plants) as mentioned above (Only 5% have been allocated) as these Power plants are small in size & consumes more Coal in relation to power generation in comparison to IPPs, Mega Power Plants (MGP) and Ultra Mega Power Plants (UMPP). The Input-Output ratio of CGPs are very high in comparison to other aforesaid power plants as communicated by us previously.
So Govt of India is in the plan & policy of dissuading the CPPs/CGPs as these are not socio-economic viable projects. In the meantime, OERC (Odisha Electricity Regulatory Commission) vide Order dated 23rd Sep-2011 in the subject matter of “Consultative Paper on Odisha Power Sector to meet the Power Demand of the State up to 2016-17 (till the end of 12th Plan), Energy Conservation & Energy Efficiency and Harnessing Renewable Power to meet Renewable Power Obligation (RPO) have expressed concern over waste of energy due to non-implementation of the guidelines and programs of Govt of India and sorry state of affairs of the Odisha Power sector over non-availing of multi-crores funds due to lackadaisical approach of the authorities concerned.
In the above documents we find much useful information and observe throwing of mud on each other by shifting of responsibilities. The core topic of the sector which has not been taken into consideration since the start of reform process in Odisha is now on notes and paper. In the above paper though care has been taken to minimise waste of energy but it has failed to weigh the relation of energy efficiency with loss reductions though several participants have stated in the occasion.
Energy efficiency becomes alive in human beings when People know about its demand and scarcity. If energy becomes available like free goods (sand, water, air etc), then its efficiency can not be weighed which has happened in case of Odisha. People of Odisha have not yet alerted on the topic of energy efficiency due to its fair availability. The DISCOMs (distribution companies) of Odisha including OPTCL have failed to arrest the unsustainable T&D and AT&C Loss and allowed its People to be ignored on energy efficiency.
When the people of Odisha would be in the habit of paying electricity bill regularly consequent upon alertness of DISCOM officials in the matter of theft of energy, then there will be gradual improvement of consciousness in the mankind immediately on the topic of energy efficiency.
Further, before going/knocking to the People of Odisha (1-Phase Consumers), it is required in the part of DISCOMs/OPTCL to be successful to arrest the loss arises due to sale of power to industrial and commercial consumers or Three phase (3-Phase) consumers. People of Odisha knows very well that, 3-Phase consumers are involved in huge power theft in connivance of employees/authorities of Odisha power sector and they have the clue to argue of non-implementation of energy audit, non-measurement of loss of 3-Phase consumers, provisional allocation of Loss to different category of consumers.
Now question arises, why loss has not been measured category-wise or section wise? The answer is very simple. If there will be proper energy audit by metering of 100% consumers, Feeders, DTRs (Distribution transformers), then Loss will be allocated to different category of consumers correctly without adopting any formula of approximation or allocation and accountability will be fixed easily on officials concerned which is being dissuaded. Besides above, further it is stated that if at all energy efficiency is required to be implemented, then the concept is to be well understood among the employees of the Odisha Power Sector.
Before approaching to People of Odisha in the matter of energy efficiency, it is required to be understood among the employees, so that people of Odisha will find scope to be educated in the area which is very much essential to sketch the road map of energy requirement till the end of 12th plan period as has been ordered by OERC. BLY (Bachat Lamp Yojana) which has been implemented in a number of states, but the same has not yet been implemented in Odisha for which it has not been possible in our part to save 400MW of power during peak hour.
Besides the provisions of National Action Plan on Climatic Change (NAPCC) are yet to be implemented in Odisha and if it is not implemented, then Odisha will again lost huge central funds for the development of Sector and the tariff hike will again be another burden on the people of Odisha.
PAT (Perform, Achieve & Trade) concept under National Mission on Enhanced Energy efficiency (NMEEE) is required to be implemented in case of DISCOMs along with “Designated Consumers”. However, the order of OERC dated 23rd Sep-11 (the last day of retirement of Hon’ble Ex-Chairman OERC Srj. B K Das) is appreciable as it has covered many sides which had not been taken into consideration since the inception of reform process in Odisha. Vide notification dated 13th Sep-2011 of Dept. of Energy, Govt of Odisha, Srj. Satya Prakash Nanda, Senior IAS, now Member Board of Revenue, Cuttack, Ex-Development Commissioner and APC is being appointed as Chairman of OERC. In the meantime news has come in media that Srj.
Nanda will take voluntary retirement from Service on 12th Oct-2011 enabling him to join on dated 13th Oct-2011 in OERC. In the past we had several occasion to talk with and to submit to Srj. Nanda in the matter of improvement of Odisha power sector so also its economy citing sustainable development. We welcome his appointment to OERC and hope Odisha power Sector will be turn around during his regime & wish for all success of power sector.
Govt of Odisha vide its Dept of Energy maintained suitable distance from OERC in the matter of above Consultative paper on Odisha Power Sector which did not suit to OERC as is evident from its Order dated 23rd Sep-2011, reads at para 8.3 as follows - “During 1st hearing on the Consultative Paper on 08.09.2011, nobody from Dept. of Energy attended and during 2nd hearing on 17.09.2011, EIC (Electricity) on behalf of Govt. requested for another 7 (seven) days time to submit the views of the Govt. to which we directed him to submit views of the Govt. by 20th September, 2011.
With deep anguish, we are forced to record here that Dept. of Energy has not furnished the views of the State Govt. on the issues mentioned at Para 8.1 above either in writting or orally during the two hearings held on the aforesaid Consultative Paper though the Dept. of Energy – the Administrative Dept. of Govt. of Odisha is responsible to ensure that power is available to meet the growing demand of the State of Odisha.”
In the matter of relationship of OERC and Government, we hereby state that Government is the appointing authority of OERC and OERC is a part of Govt. Govt. is we the People and during the course of hearing in the month of Sep-11, many participants have submitted many things on the subject matter.
Further Govt of Odisha had released press notes on dated 20th Sep-11 which have been recorded in the said order. In our view what Govt of Odisha did in the above subject matter is correct. Govt of Odisha will not singularly communicate to OERC its views and strategy, rather if it feels necessary to interfere into the activities of Commission, then the observations can be communicated through press release/media release because Govt is not for OERC, it is for “we the people” including OERC.
So the Public affairs department of OERC should be in touch with Govt and by discussion and deliberation with Govt, OERC could be aware of the strategy and policies of govt which would be very useful in the part of OERC to go ahead. It may be stated here for information of all concerned that Electricity Act-2003 have vested huge power vest on Government than regulatory Commission. So, Govt of Odisha is not at all bounded to reply the queries of OERC and expression of concern and anguish in the part of OERC over non-receipt of reply from Government is meaningless.
In an important move in the last week of Sep-2011, the management of Reliance-infra, the holding company of THREE DISCOMs of Odisha out of FOUR, posted Managing Director for each of the three DISCOMs for capping up the authorities of CEO’s (Chief Executive Officer) and terminated the service of Srj. Tapan Mishra, EX-CEO SOUTHCO & Ex-Principal Chief Electrical Inspector of Govt. of Odisha on 30th Sep-2011. After the termination of the service of Ex-CEO SOUTCO Srj. Tapan Mishra, the farm house of Madam Tapan Mishra under the jurisdiction of SOUTCO was raided by vigilance team.
As per the media report of two major Odia news Channel, belonging to two heavy weights of Odisha politics, i.e., Srj. Baijayanta Panda (Jay Panda- NDTV) OTV and Srj. Somya Ranjan Patnaik (Son in Law of Ex-Chief Minister of Odisha & His Excellency Governor of Assam Srj. Janaki Ballabha Patnaik) KANAK TV of dated 2nd Oct-2011, the farm house of Madam Tapan Mishra is booked under Sec.135 of the Act for thieve of power by tempering the energy meter and huge outstanding dues of energy bill is pending in the name of the farm. The man who was enforcing Team SOUTHCO to dissuade away from theft of power, is found himself indulge in theft of power and non-payment of energy bill.
We feel very shame on the personality of Srj. Mishra and preferred to post our observations in the Facebook on dated 3rd Oct-2011. As per the media report of dated 2nd Oct-2011, Four Ministers and around 10 MLAs had recommended the candidature of Srj. Tapan Mishra for extending his service period for another term beginning from 1st Oct-2011. We do not understand under which background Srj. Mishra was recommended by the Law Makers of Odisha who is found a fraud man.
We the people of Odisha feel very shame on such activities in the part of Leaders and would not like to know their names and may request to be cautious more while recommending names of any Person for a responsible post. Besides, we demand the arrest of Srj. Tapan Mishra or Madam Tapan Mishra by implementing Sec.135 of the Act read with other Sections/provisions of Act and take him/her to Police custody by walking him/her on road, so that people of Odisha will be educative very well on the consequences of the theft of power and non-payment of energy bill. Besides, I have also communicated the matter to my friend, now Managing Director of SOUTHCO Srj. Prashanta Choudhury to do needful in the matter so that this will be very much educative to the people of Odisha.
We hope and wish all success of Srj. Choudhury in managing SOUTHCO in letter and spirit of the Act, regulations, rules and laws of electricity. In continuation of our previous communication, it is hereby stated that the reason of price rise, poverty, unbalanced growth and corruption in the system are all assembled with non-implementation of “Accountancy” which we have stated earlier. So time has come now to do needful in the part of State Govt and Union Govt to prevail upon the statutory bodies and make necessary amendments in the Act connected therewith.
For Implementation of Accountancy we have different bodies including ICWAI (Institute of Cost Works and Accountants of India) and ICAI (Institute of Chartered Accountants of India). For the last 50-60 years we have seen that there is not at all any competition between these two bodies due to some regulative problems. We are to remove now the restraints coming in the way of functioning of these two apex bodies of Accountancy.
The CWA/CA professionals are to be allowed to work in any function of Accountancy including audit, certification and valuation works. The definition of Accountants as mentioned in Companies Act-1956 and Income Tax Act-1961 needs to be changed. The definition of “Accountant” would required to be covered both CWA and CA professionals so that all functions of Accountancy shall be open to both professionals and opportunity will be created to compete with each other in a fair way.
While there will be fair competition between these apex bodies of Accountancy, then a platform will be created automatically for maximising Accountancy, resulting Nation will reap maximum output in the way of growth of GDP, break on price rise, lessening of poverty, good investment, good employment generation and balanced growth so also sustainable development.
Therefore, we would like to request Union Govt vide Govt of Odisha to prevail upon the statutory bodies like Competition Commission of India (CCI), Controller and Accountant General (CAG), Accountant General (AG), ICWAI, ICAI, Union Ministry of Finance so also Corporate Affairs ask them to submit their views in the subject matter and make necessary amendments in the Companies Act-1956 by providing suitable provisions in the Companies Bill-2009 so that the concept of liberalisation policy and free trade without any barriers will move forward further for the well being of all concerned.
So far as the courses of study and Syllabus of ICWAI and ICAI are concerned the patterns and subjects are same and both categories of professions have qualified 16 papers of 1600 marks. Further in this auspicious day, we hereby state on the qualities of leaders and administrators which play an important role in governance, being a part of Gobinds Theory of Development (GTD).
In an ADMINISTRATOR/LEADER, character is everything. An ADMINISTRATOR/LEADER doesn t necessarily have to be brilliant; he doesn t have to be clever. We the people can hire clever, we can hire pragmatic, and we can buy and bring in policy wonks, but we can t buy courage and decency, we can t rent a strong moral sense.
An ADMINISTRATOR/LEADER must bring those things with him, he needs to have in that much maligned word, but a good one nonetheless, a vision of the future he wishes to create, but a vision is worth little if an ADMINISTRATOR doesn t have the character-- the courage and heart-- to see it through. There are three signs of a hypocrite - when he/she speaks he/she speaks lies, when he/she makes a promise, he/she breaks it, and when he/she is trusted, he/she betrays his/her trust .Facts of life are applicable for we the people, may be quoted here - I came alone and I have to go alone.
People are with you only when they need you, not otherwise. Extra care of any one by you will ultimately bring blame on you, not appreciation. Whom we do not need today, we might need them tomorrow. But whom we reject today, may never accept again tomorrow.
That is relationship as per Gobinds Theory of Development. The representative of “we the People” Srj. Anna Hazare and “Team Anna” are doing very good job at the national level to root out corruption or lessening corruption. Vide this submission we extend our support to Srj. Anna Hazare and Team Anna for attaining the common goal.
Another heavy weight of Odisha politics Dr. Damodar Rout voluntarily came out of party politics and formed “Biju Bichara Mancha”, a non-political forum to discuss and deliberate different issues of the State and to carry on sustainable development further in memory of the legendry man of Odisha and Ex-Chief Minister of Odisha Srj. Bijayananda Patnaik.
He has stated clearly that Biju Bichara Mancha will research & explore the ideology of Late Bijayananda Patnaik and they will do advocacy in favor of implementation of Biju ideology in governance. In this matter we have some observations to communicate to Dr. Rout as follows - As per our observation, the name of the Forum should be renamed as “Bijayananda Bichara Mancha” (BBM) and the objective of the Forum is same as Dr. Rout has stated.
At least 2 (two) State leaders of each major political parties of the State including BJD (Biju Janata Dal), BJP (Bharatiya Janata Party), INC (Indian National Congress) and CPI (Communist Party of India) would be Member of the Forum. We may suggest some of the names to be taken as the Member of the Forum like, Dr. Rout himself, Srj. S N Patro, Srj. Prafulla Ghadei (all from BJD), Srj. Suresh Pujari, Srj. K B Singhdeo, Srj. Biswa Bhusan Harichandan (all from BJP), Srj. Debasis Patnaik, Srj. Ranjib Biswal, Srj. Naba Kishore Dash, Srj. K P Singhdeo (all from INC), Srj. Janardan Pati, Srj. Dibakar Nayak, Srj Ramakrushna Panda (all from CPI). Besides, some retired “Administrators” like Srj. Sudhansu Mohan Mishra, Srj. Gopal Nanda and other good Odia administrators would be included in the Forum.
Further at least two Professionals from each Profession of Agriculture, Business, Accountancy, Engineering, Law, Doctor & Journalism would be included in the Forum. In the above set up we think proper discussion and deliberation will be initiated and finalized in the area of plan, policy and action of the governance of the State to fulfill the vision of Late Bijayananda Patnaik. We wish for all success of the Forum as composed by Dr. Rout.
The co-operative movement in Odisha has proved to be failure over a period of long years. The word “Co-operation” or “Co-operative” relates to union of people for achieving a common goal. With reference to Indian Culture and religion, we hereby state that the word union or cooperation have not been favored in the “Puranas”, “Vedas” and in “Bhagabat Gita”. In the era of “Information & Technology” (IT), we should not follow these concept rather to jump the concept of PPP (Public Private Partnership) and Corporate management. In this context, we hereby state that the Department of Cooperation of Govt. of Odisha should be merged with Department of Public Enterprises and Department of Public Enterprises should be renamed as Department of Corporate Affairs of Govt. of Odisha.
All the Offices and Authorities functioning under department of Cooperation should be restructured alike with corporate houses, so that we could achieve desired output for the development of the State. Lastly we state here the famous quote of GTD “All mistakes are correct”. This is ultimately true.
In the occasion of Dushaharah, we may wish happiness, peace and prosperity of “we the people” and deletion of evils from society.
